Northwestern REC holds nominating meetings in the early spring time. In 2009, the following Cooperative member was re-elected by the membership to serve on Board of Directors.

Kathryn Cooper-Winters - District 5

Mrs. Cooper-Winters, was first elected in 1988. She previously served as the board treasurer for eleven years and has met the requirements for the NRECA Director Certification. Mrs. Cooper-Winters is the board representative to the Allegheny Electric Cooperative, Inc. Board. (AEC) She has been the AEC board treasurer and Vice-Chairman. She has been a Co-op member since 1985.

Mrs. Cooper-Winters was employed by Northwestern REC in communications for eight years before working as a farm consultant with Agway, Inc. In 1984, she set up her own accounting and tax business in conjunction with her father, the late Jesse G. Cooper, retired PSU professor. AGVIZE, Inc.
Cooper Associates offers accounting and tax services for thirty-five area client/farmers.

Mrs. Cooper-Winters is a member of the Saegertown United Methodist Church and serves as the Finance Committee chair. Mrs. Cooper-Winters is married to William R. Winters, Sr. and has one son and five step-children, two grandsons and nine step-grandchildren.

Board elections take place during Northwestern REC's Annual Meeting.
